DO I FILE A PHILADELPHIA RETURN?

All Philadelphia residents must pay a Philadelphia income tax on wages earned regardless if they are earned in the city or outside the city.  Most commonly, an employer will withhold this tax from the salary of the employee.  In this instance, no Philadelphia tax return is filed.  In the rare instances, where an employer does not withhold city wage tax, it is incumbent upon the employee to file a city return at year’s end.  In addition, residents who derive dividend income must also complete a city tax return.  Finally, subcontractors are responsible for both their own taxes and a net profits tax.

Workers who reside outside Philadelphia but work within the city limits are also responsible for a reduced rate city wage tax.  Generally, this is automatically withheld from the employee’s salary.
